I would suggest getting as cheap as possible first bike, ride it for a year, then get something you really want.
If you have the money, try to get at least a FI bike, carbs suck, fuel injection is alot less maintenance, but if you want to go dirt cheap, and I mean dirt cheap, you can normally pick up a Ninja 250 or 500 for under 2000, but they are slow as balls, the ninja 250 has trouble doing 70mph. I started out on a 2001 F4I cbr600, nice bike to start on, whatever you do, don't just go out and buy a 1000cc anything.
The best thing to do is just keep looking in the paper, craigslist, and cycle trader for something local, at least once or twice a month there is someone in a bind and needs to sell their bike for really cheap for some quick cash.
