I said yes. Just look on discovery channel or anything. Black holes happen all the time. It happens usually when a start that collapses on its own weight.

If you mean the one by the LHC, then also yes. They are called micro black holes and they pretty much evaporate in matter of picoseconds. The people at LHC are just trying to recreate what already happens in nature, nothing out of the ordinary here.
