if he was running from the cops... why is the police heading away from the direction the accident vehicle is facing? Also, I dont see any hints of smoke from the police's rear tires so he hadnt spun around. Ive seen many a bike race on a public city street in Austin, and Ive noticed police cars parked along the way to mark the path, or keep people from driving down that road.
