Its because you have vsync turned off in source.
Turn it on... your fps will drop, buy your USABLE fps will be better. In other words, you are putting out more fps than your monitor can handle, so it has to skip frames, causing "tearing" (where the screen gets lines across it like the image has been torn for a brief period) when going around corners and such. Vsync will tell the card to only output what the monitor can handle, and no more, your card will run cooler any you will get a more consistent and smoother game.

I had my fps in the 800+ range just to take screen shots of it, it was unplayable, I should of taken screen shots.
Vsync is under the video options in source.
